This event on Capitol Hill featured a keynote address by Senator Gordon Smith (R-OR). The panelists included: Dr. John Rutledge, Chairman of Rutledge Capital and co-author of the Chamber's 2004 telecommunications study, Sending the Right Signals: Promoting Competition Through Telecommunications Reform; Dr. Robert D. Atkinson, President of the Information Technology and Innovation Foundation; and Ms. Karen Kerrigan, President & CEO of the Small Business & Entrepreneurship Council. Besides discussing the negative consequences of regulating the Internet, the panel emphasized the need to extend or make permanent the Internet Tax Moratorium, which is set to expire on November 1, 2007.

On October 6, 2004, the U. S. Chamber hosted a summit to release its independent study Sending the Right Signals: Promoting Competition Through Telecommunications Reform. One of the most comprehensive analyses ever conducted of the telecommunications industy, the study analyzes the current condition of the industry and offers recommendations for revitalizing this most import sector of the American economy.
This half-day event featured opening remarks from Chamber President and CEO, Tom Donohue, followed by four separate panel presentations that addressed business perspectives, user perspectives, administration and Congressional perspectives, and a discussion of the communications regulatory landscape.
